[ACT-R-announce] New ACT-R version available

An updated version of the ACT-R 6 software is now available
from the ACT-R web site.  There are two significant changes
from the previous version and lots of small changes.

The first major change is the switch to the new utility
learning mechanism as indicated in the announcement
back in December:

The other major difference is the inclusion of a reference
manual in the docs directory.  Note that it is a work in
progress, so it's not well formatted in some spots, but the
content it has is valid.

Anyone interested in the small changes which have occurred
should consult the subversion log for details (the log is
available through the ACT-R web site on the ACT-R 6 page).

If you have any questions or problems with the new version,
