[ACT-R-announce] Change in Utility learning mechanism

While everyone is invited to read my paper with Wai-Tat, it actually
describes a more complex mechanism than the one implemented. I
would suggest the tutorial and/or new-utility.doc for discussion of
the mechanism that has been made default. It will also be described
in my forthcoming boo.
