[ACT-R-announce] Notice about the ACT-R Tutorial

We have reworked the ACT-R Tutorial and I will put
the new version on the ACT-R website at the end of
next week.  I'm giving advance warning so that if
anyone is using the tutorial on our site now there's
time to save a copy of the current version before it
changes if you want to do so.

The changes consist of some minor edits, the removal
of unit 4, and a rearrangement of the other units.
Unit 7 (base-level learning) is moved up to the unit
4 position.  Units 5 and 6 are compressed into one
unit and thus units 8 and 9 are now numbered as
units 6 and 7.
