[ACT-R-announce] New version of ACT-R 5 available

There is a new version of ACT-R 5 available on the ACT-R
website.  It contains no changes to the cognitive components
and thus should not present any compatibility concerns
with the previous version.

However, there are two main differences between it and
the previous version.  The first is that it includes
Mike Byrne's newest version of ACT-R/PM (version 2.2).
The other is that the source code is now being released
under the GNU LGPL (details of the license are available
at http://www.gnu.org/licenses/lgpl.html).

If you have any questions or problems with the latest
version, please let me know.
